A look at what's happening all around the major leagues Tuesday: --- WELCOME BACK After a long road back to the big leagues, Chad Billingsley is expected to make his first start in more than two years. The Philadelphia Phillies are expected to activate Billingsley from the 15-day disabled list to pitch against Atlanta right-hander Shelby Miller. It will be Billingsley's first start since April 15, 2013, for the Los Angeles Dodgers against San Diego. Billingsley had Tommy John surgery followed by an operation to repair a partially torn flexor tendon.
